
In response to Mr. Pa Socheatvong, governor of the Capital Phnom Penh, people said that it is the City Hall's job to ensure the security for all ATMs in the capital. And the fact that the governor blames commercial banks for causing trouble in the capital by installing their ATMs without thinking to security is totally wrong.
Mr. Chhay Sophal, a senior journalist, wrote on his Facebook page that the majority of ATM were installed in downtown Phnom Penh. If the governor said that some ATMs are not in the safe places, it means the city hall is unable to secure those areas.
"Among other nine countries member of the ASEAN, which country doesn't have ATMs in the main streets? OK! if they [ATMs] won't be banned, they will be moved to other safe places instead. So, it means that the current downtown Phnom Penh is a dangerous place? Oh my goodness, if he [the governor] could take a rest, go ahead take a rest!!" Mr. Sophal said.
In the same way, Mr. San Chey, country director for the good-governance NGO Affiliated Network for Social Accountability, told reporters that it is the authority's job to ensure the security for the people and investors in the capital.
"It's a real mental problem for banning ATMs in the streets [...] It's the authority's job to secure the safety for the people and investors. Regarding the explosion of an ATM last week, it's the investors who could worry about the security in the capital. But it's our GREAT GOVERNOR who got scared, and want to ban ATMs from the capital. The City Hall must find better way to protect the ATMs. That's what they [investors] want," said Mr. Chey.
On Monday, in a meeting about the implementation of the "Safe Commune" policy, the governor has expressed his will to ban all ATMs in the capital. He said that commercial banks did not provide security for their ATM users.
