Online Vehicle Registration

In an effort to digitalize its public services, the Ministry of Public Works and Transport announced yesterday that registration of vehicles and payments for drivers’ licenses can now be made online by the end of the year.

“This is to provide speedy and transparent public services,” said Sun Chanthol, the Minister of Public Works and Transport at a meeting with the private sector.

“License plate registration, car and motorcycle registration and payments for renewals of drivers’ licenses can all be made online by the end of 2016,” said Mr. Chanthol.

Assistance for the ministry’s digitalization exercise will come from the Japan International Cooperation Agency (JICA).

Nori Nakamura, a project coordinator at JICA, recently addressed reporters following the closed-door meeting at the ministry yesterday.

“The meeting was about our experience in similar endeavors elsewhere in registering vehicles and license plates online. We will provide technical assistance to the ministry,” said Mr. Nakamura.

San Chey, executive director of the Affiliated Network of Social Accountability, welcomed the news and pointed out that corruption will be cut off in the online registration process.

“Even right now, people are still seeking the services of middlemen to process their documents when applying for license plates. It will help a lot, especially for office workers who do not have much time to go through the process and cannot afford middlemen,” he said.

In June, the ministry opened its first dedicated driver’s license renewal center in Phnom Penh’s Aeon Mall, claiming that this too would remove expensive middlemen from the process.
