Phnom Penh (February 16, 2017): The Korea International Cooperation Agency (KOICA) and the State Secretariat of Civil Aviation (SSCA) organized the 2nd training course on Basic Aviation Security (AvSEC) for security personnel from Cambodia’s State Secretariat of Civil Aviation (SSCA) from February 6 until February 16, 2017 in the Cambodia Civil Aviation Training Center (CATC) in Phnom Penh, Cambodia.
The closing and the certificate handover ceremony was presided over H.E. Mao Havannall, Secretary of State of the SSCA, and Mr. Jeong Yun Gil, Country Director of KOICA Cambodia Office with the participation of around 100 people who are KOICA delegates, SSCA officers, and private companies in aviation sector.
The training course was conducted by Korean experts who have rich expertise and experiences in the field of Aviation Security (AvSEC) from Korea Airports Corporation (KAC) of the Republic of Korea. This training course provided good opportunity to share Korea’s experience and know how in civil aviation sector.
Mr. Jeong Yun Gil said after receiving the training course of Basic Aviation Security (AvSEC), the security personnel were enable to 1)-work in and move about and airport safety, 2)-communicate and cooperate with other airport agencies, 3)-control the movement of people and vehicles, 4)-guard and patrol airport vulnerable areas, facilities and aircraft, 5)-recognize weapons and explosive/incendiary devices, 6)-inspect/screen/search passengers and baggage, and 7)-respond to airport emergency situations, he added.
The Republic of Korea, through the Korea International Cooperation Agency (KOICA), has provided US$10.10 million to Cambodia for the project “The Establishment of Civil Aviation Training Center (CATC) in Cambodia”. The grant aid has been used for the construction of the CATC within the Phnom Penh International Airport, establishment of the civil aviation HRD master plan of Cambodia, dispatch of Korean experts to Cambodia, invitation of training in Korea, and provision of equipment, he underlined.
H.E. Mao Havannall expressed his high appreciation and thanks to KOICA and the Korean government for their support including the US$10.10 million worth CATC building constructed under the KOICA’s funding program.
“The training courses was conducted and will be conducted in CATC in order to develop human resources as royal government strategy plan and on the other hand we can see that Passengers travelling in and out Cambodia will be confident concerning to their security while security staff receive proper training so they will use their profession to insure all passengers are safe,” he stressed.
According to Mr. Jeong Yun Gil, the four-year project is aimed to contribute to the sustainable socioeconomic development of the Royal Government of Cambodia through the establishment of CATC and related capacity building programs to ensure safe, secure, efficient, quality and cost-effective international and domestic air transportation services in keeping with international standards; and to improve the quality and quantity of human resources and institutional capabilities for the effective management of Civil Aviation sector in the Kingdom of Cambodia.
