UN receives joint letter from 55 NGOs requesting to reconvene the Paris Conference on Cambodia

According to Radio Free Asia (RFA), Mr. Antonio Guterres, Secretary-General of the United Nations, already received the joint letter written by 55 NGOs in Cambodia requesting the UN to reconvene the Paris Conference on Cambodia.

Mr. Farhan Aziz Haq, spokesman for the UN, told RFA on Wednesday that currently, the office of the Secretary-General was studying the letter, but he declined to comment about what would be the answer from the UN.

55 NGOs in Cambodia, on Monday, agreed to write a joint letter, on the occasion of the 26th anniversary of the Paris Peace Accords, to send it to the Secretary-General of the UN Mr. Antonio Guterres and to the presidents of the countries co-chaired the conference, requesting them to urgently reconvene the conference in order to find solution to the current political crisis in Cambodia.

In the letter, the 55 NGOs urged the UN Secretary-General, the presidents of France, and the president of Indonesia to fulfill their duty by reconvening the signatories of the accords for a conference in order to solve the problems of the violation of human rights and the rule of law in the country.

"The Paris Peace Agreements created clear legal obligations upon the signatories – including the obligation to immediately undertake appropriate consultations with the members of the Paris Conference – in the event of the agreements being violated," read the letter.

The letter also talked about Article 29 of the agreements mentioning the obligation of the UN, France, and Indonesia to reconvene the signatories to find solution in case the agreements are said to be violated.

Without prejudice to the prerogatives of the Security Council of the United Nations, and upon the request of the Secretary‐General, the two Co‐chairmen of the Paris Conference on Cambodia [France and Indonesia], in the event of a violation or threat of violation of this Agreement, will immediately undertake appropriate consultations, including with members of the Paris Conference on Cambodia, with a view to taking appropriate steps to ensure respect for these commitments.

The 55 NGOs also wrote that the upcoming general election in July 2018 would not be legitimate if the rights to freedom of expression, freedom of association, freedom of assembly, and political participation, as stated in the Cambodian constitution, are not respected
