The World Bank (WB) would help the Cambodian government to develop 47 communes in Siem Reap Province, and 13 communes (sangkat) in the Capital Phnom Penh, in order to enhance the livelihood of poor people living in those communes. The total budget for the development is $22 million - $20 million from the WB as loan without interest, and $2 million from the Cambodian government. It would take five years to implement this project.

In his speech during the launching ceremony of the project on Thursday, Mr. Sar Kheng, Minister of Interior, said that the project would help the 60 communes to improve their effectiveness in helping poor people to be self-sufficient by providing them funding for the creation of mutual-help group, production group, or farmer community.

"Doing so, each member of the group will be able to make money by producing different kind of products. As a result, they will get more funding and training on how to plan, to do accounting work, to use financing service, and to appropriately use the market," said Mr. Kheng.

Mr. Kheng added that the project would help also unemployed young people and women living the communes to improve their skill that would help them to find job more easily.

Besides funding and training, the improvement of local service and infrastructure following the prioritized needs of the community is also another goal of the project. As the result, a number of drinking water system and irrigation system would be built in the communes.
