The Cambodian Ministry of Foreign Affairs and International Cooperation (MFAIC), on Sunday, expressed their concern regarding a Cambodian police officer sentenced by Vietnamese court to 25 years behind bars for murder.
Mr. Chum Sunry, spokesman for the MFAIC, told reporters on Sunday that his ministry was studying this case in a view to find a possibility to make a request of extradition to the Vietnamese government.
"We only know that Vietnamese court sentenced the police officer to 25 years behind bars. Now, lawyers and consulates at the MFAIC are studying this case. So far, they didn't take any decision yet," said the Mr. Sunry.
On March 7, the Vietnamese court in Ang Yang Province in Vietnam sentenced Mr. Lay Bun Thy, police officer at the border checkpoint in Phnom Den District, Takeo Province, to 25 years in prison for shooting to kill a Vietnamese man, and injure another Vietnamese man in a fight in a restaurant in Ang Yang Province in July last year.
According to a Vietnamese local newspaper, Mr. Bun Thy opened fire at the two Vietnamese men when he heard the two men said that it was them who had previously sent their men to beat Mr. Bun Thy.
Regarding this issue, Mr. Chin Malin, spokesman for the Ministry of Justice, told reporters that this case was a flagrant offence (flagrante delicto) committed abroad, as a result, an extradition would not be possible.
However, Mr. Malin added that through an agreement, the governments of the two countries could do an exchange of inmate.
As for Mr. Sok Sam Oeun, president of the Amrin Law Firm, he told reporters that any exchange of inmate would be possible only after the Vietnamese court would issue a final verdict.
