Chhieng Von, lawmaker and a spokesman for the ruling party CPP, told reporters on Thursday that the planned proposal made by the opposition party CNRP to provide half a million dollars to commune/sangkat council is a very difficult task to do, because it will require huge amount of money.
On the other hand, Mr. Von said that this proposal was made at the wrong time, it could be made in last November instead, when the National Assembly was discussing to prepare the law on national budget. However, he added that such proposal was a difficult task to perform, because the entire national budget is collected from taxes paid by Cambodian people.
"I would like to say that we will have a hard time to find thousands of million dollars to add [to national budget]. It won't fall down from the sky, it's from Cambodian people who sweat blood over their work to pay taxes [...]," said the spokesman.
Concerning this issue, Kem Sokha, president of the CNRP, previously said that his party is very certain that they could provide half a million dollars as annual budget to all communes/sangkat nationwide. And in case people who own doctor degree in other political parties could not do that, just let people with doctor degree in his party do that.
"This 'half a million dollars' is not my money, it's not CNRP's money, and it does not belong to any tycoon neither, it's national budget, it's the budget [money] belongs to Cambodian people. If the CNRP leads the country, we just cut down some waste of expense at national level, we will have extra money to give to all commune/sangkat for them to develop their commune/sangkat by their own," said Mr. Sokha.
The policy of providing half a million dollars to commune/sangkat was declared by the CNRP a few days before the fourth commune/sangkat election campaign, with a view to inform Cambodian people to vote for the CNRP. According to Mr. Sokha, it will need only about $823 million dollars each year to spend for the development at grassroot level.
