Analyst: Paris Peace Accords is useless

In response to the obsessive call for using Paris Peace Accords to put pressure on the Cambodian government, an anonymous political analyst said that this treaty is useless, because if the US and EU want to put pressure on the Cambodian government, they could do whenever they want - they don't need this treaty.

The political analyst added that anyone can raise his/her concern about human rights whenever he/she wants - he/she does not need the Cambodia's Paris Peace Accords to say that there is a violation of human rights in the country.

"In the same way, the US, EU and UN did not convene the Signatory States of the Cambodia's Paris Peace Accords to say that the dissolution of the opposition party CNRP would be a violation of human rights, because it would be the violation of the will of Cambodian people who chose to vote for the CNRP," said the political analyst.

On Thursday, in a roundtable discussion with civil society, Dr. Lao Mong Hay said that the Cambodia's Paris Peace Accords was still alive and in force. The treaty could force the Kingdom of Cambodia to keep its commitment to walk in liberal democracy.

"But, it's still alive, why I say it's still alive, because, recently, the prime minister said that the Paris Peace Accords is already dead. And it was Deputy Prime Minister Hor Namhong who referred to the treaty to warn countries commenting or intervening in Cambodia's affairs regarding human rights issue [...]," said Dr. Mong Hay.

However, Prime Minister Hun Sen, on Saturday, wrote on his Facebook page stating that the upcoming October 23 would be the 26th anniversary of the Cambodia's Paris Peace Accords. While Cambodian people are enjoying living in peace, a number of countries in the world are facing war, refugee crisis, and destruction. "Cambodia won't «step back» into the past. The truth is peace is the most important necessity for humanity," said the premier.

Concerning peace in the world, former US president Barack Obama, in his Nobel Prize Lecture in Oslo, Norway, on December 10, 2009, said that in any case, war always causes human tragedy, and we must never glorify war.

To Mr. Obama, peace does not only concern human rights, a sustainable development also plays a very crucial role to maintain peace in a country.

"A just peace includes not only civil and political rights – it must encompass economic security and opportunity. For true peace is not just freedom from fear, but freedom from want," added the former president.

However, Mr. Obama added that development and security have to coexist with each other. Hence, to ensure a sustainable development, we have to defend that development.

"It is undoubtedly true that development rarely takes root without security; it is also true that security does not exist where human beings do not have access to enough food, or clean water, or the medicine and shelter they need to survive. It does not exist where children can't aspire to a decent education or a job that supports a family. The absence of hope can rot a society from within."
